Industrial Discharge Fees

Groundwater Discharge Permit Fee: $1,900 per 3 years
Industrial Waste Permit Fee: $1,500 per 5 years


Industrial Waste Surcharges:

  1. Chemical Oxygen Demand - (COD) $25 for each day in excess of 2000 mg/l (or permitted limit, if different) plus $.03/1000 gallons for each 100 mg/l in excess of 2000 mg/l (or permitted limit, if different).
  2. Oil and grease: $25 for each day in violation of the requirement for having the trap serviced or for every day in violation of the required record keeping and availability of records required, or for every day a trap does not meet the City’s plumbing code.
  3. pH - $25 for each day below 5.5 or above 10.5 (or permitted limit) plus $.03/1000 gallons for every 0.1 above 10.5 or below 5.5 on the pH scale.
  4. Ammonia Nitrogen - $25 for each day in excess of 20 mg/l (or permitted limit, if different) plus $.10/1000 gallons for each 1 mg/L above 20 mg/l.
  5. Temperature - $25 for each day above 65 degrees Centigrade or 149 degrees Fahrenheit, plus $.10/1000 gallons for every 1 degree Centigrade above 65 degrees Centigrade.
  6. Biochemical Oxygen Demand - $25 for each day in excess of 250 mg/l (or permitted limit, if different) plus $.03/1000 gallons for each 10 mg/l in excess of 250 mg/l (or permitted limit, if different).
  7. Total Suspended Solids - $25 for each day in excess of 250 mg/l (or permitted limit, if different) plus $.03/1000 gallons for each 10 mg/l in excess of 250 mg/l (or permitted limit, if different).
Sampling Fees:
  1. ammonia nitrogen $25
  2. biochemical oxygen demand $25
  3. chemical oxygen demand $23
  4. pH (field) $11
  5. pH (lab) $15
  6. total suspended solids $17
In addition to the above fees for the sampling and/or testing of wastewater, any person whose wastewater is sampled by the City of Longview or the City’s designee for testing in accordance with the City’s wastewater regulations shall pay the cost of any independent laboratory work or tests performed in connection with such sampling.

Fees are set forth by a resolution passed by the City Council.
